The framing

The deadline is set by your data, not by the hardware.

Encrypted traffic can be collected now and decrypted later. For information with a long confidentiality period, that moves the transition date forward to the present, regardless of when a cryptographically relevant quantum computer arrives.

The practical consequence is that the first piece of work is not migration. It is knowing where cryptography sits, what it protects, how long that protection has to hold, and which of those systems you do not control.

The first requirement is to understand where cryptographic dependencies exist, which information requires long-term protection, which systems have long operational lives and where third-party technology creates external dependencies.

Depending on the organisation, relevant areas may include TLS, VPN, SSH, PKI, certificates, code signing, identity systems, key-management infrastructure, application cryptography and embedded cryptographic systems.

Information Longevity

Readiness should consider the confidentiality period, retention requirements and long-term value of information. Data that must remain protected for many years may require earlier attention than short-lived information.

System and Supplier Dependencies

Migration constraints may arise from asset life, legacy systems, interoperability, vendor support, upgrade paths, hardware dependencies and operating downtime. Supplier and procurement decisions therefore form part of transition planning.

Migration priorities should reflect exposure, information longevity, system criticality, change difficulty, interoperability and supplier readiness. Governance should define ownership across security, technology, architecture, procurement, risk and leadership.
